The Cellular Intercarrier Billing Exchange Roamer (CIBER) record is a proprietary protocol used in the United States for exchanging billing information among mobile communications operators, particularly for roaming customers. It is developed and maintained by the CIBERNET Corporation. CIBER is functionally similar to TAP in GSM networks.
